Solutions, esp from elsewhere, always have unintended consequences. Scaling things too fast without understanding these is why issues such as the ecological collapse and climate change were born.
This is my favourite story on Bill Gates et al doing more harm than good, of which there are many examples. Why not just give these people fishing nets?

If the issue is just the nets being coated in insecticide, I wonder if the solution is to simply distribute proper fishing nets alongside the malaria nets? Note: I am by no means an expert in this area.
